Based on introducing the development of expert system developing tool and the configuration of expert system, this paper designs and actualizes the knowledge base of geotechnical engineering safety evaluating expert system developing tool, which can greatly improve the ES software developing quality and efficiency of this domain. The main researches in this paper are as follows:1. Based on introducing relative theories with this research, the configuration figure of geotechnical engineering knowledge base is presented, and a new knowledge representation method——OORL is introduced;2. The configuration of different general tables and the actualization method of engineering tables is presented;3. The configuration and styles of formula based on SQL and Matlab are designed, and it provides a powerful tool——formula editor for editing formula;4. Some rule templates are established, a simple reference machine and the reasoning mechanism are constructed, expert system users can use these rule templates to construct analytical rules;5. A powerful window of analytical rule maintenance and debugging is developed, which can display referencing route, check mistakes in grammar and maintain rules;6. The static knowledge base module is designed and actualized, and a large number of general knowledge is fulfilled.
