National Primary Standard Torque System (NPSTS) is the most important part in the field of torque measurement. And it is the base of torque measurement. The NPSTS consists of two Primary Standard Torquer, one of which is 1 kM m and the other is 5 kM m. So the research and manufacture of NPSTS are focused on Primary Standard Torquer. The article first made a deep analyses and serious research on the system. Discussed the possibility of continuous using of every parts of the system. It pointed out that to assure the repeatability and precision of the system, the mechanical precision must be renewed. And at the same time the flow management should be realized, which make the testing process automatized. So that the testing process is only relative to the machine. It can minimize the man-made error to the most. Then the article divided the research work into two parts to discuss separately. They are electric control and mechanical structure. The focus and also the difficult point of this work is the research of electric control. The key to the problem is to find a proper control system. In case of flow management being realized, it should be able to accurately and speedily make signal process, operation control and system detection under a state of stable and easy operation. The article introduced in detail about the operation theory, function character, hardware structure and the modularized software system based on PLC. The research work of mechanical part is divided into two parts that are renewing part and manufacture part. Renewing means to make whole adjustment and maintaining work on the torquer to ensure the mechanical system stable, reliable and accurate. Manufacture is to manufacture 3D workbench and professional Flexible Joint. The main discussion on mechanical part is focused on the manufacture of 3D workbench and professional Flexible Joint. The research work of NPSTS has been completed now. It got great praise by National Measurement Academy of Science and was regarded as the highest level of torque measurement in the country. The system is now in use.
